Traffic Signal Communication Master Plan

ADVANTEC developed a citywide Traffic Signal Communications Master Plan that includes an inventory of existing traffic signal and communications infrastructure, recommendations for up-to-date traffic signal and communications technologies, identification, and phased implementation of near-term to long-term projects, and a recommended asset management plan. The Traffic Signal Master Plan will be used as a planning tool to prepare the City of Escondido for future emerging multi-modal transportation technologies including a Traffic Management Center (TMC), fiber optic communications secured network, open architecture technologies, connected and automated vehicles (CAV), Big Data, integrated corridor management (ICM), Mobility-as-a-Service (MaaS), Mobility on Demand (MOD), and Smart Cities initiatives. The Traffic Signal Master Plan was prepared using ITS Standards and it will be based on FHWA’s ITS Architecture and requirements, including Concept-of-Operations and System Engineering Management Plan (SEMP). In addition, the Traffic Signal Master Plan will incorporate the vision of SANDAG’s 2021 Regional Plan to prepare the City of Escondido to enhance connectivity, increase safety and sustainability, and improve the quality of live in the region.

Fairview Traffic Signal Coordination Project

ADVANTEC has completed the Fairview Avenue Signal Synchronization project for the City of Costa Mesa and Santa Ana, under OCTA Project P. The project involved development and implementation of synchronized traffic signal timing at 31 intersections with a goal of reducing travel times and stops, improving average travel speeds, and associated reduction in fuel consumption, emissions and commuter accidents. This project also involved designing and installing Fiber Optic network for City of Costa Mesa, and expansion of wireless radio communication between intersections for the City of Santa Ana. Other improvements also completed were: controller and cabinet replacements, and installation of CCTV cameras. The overall project goals of inter-jurisdictional traffic signal synchronization for all peak periods were achieved as demonstrated by improvements in travel time of 15% and reductions in number of stops over 20%

Belmont Pool Revitalization Project

ADVANTEC was a member of the Harley Ellis Development team on this $72M Improvement Project. ADVANTEC’s work involved the preparation of a traffic safety analysis of the existing vehicle, pedestrian, bridge and transit operations on the circulation network in the local community surrounding the pool.

Gold Line Light Rail Extension Railroad Crossing Traffic Analysis

ADVANTEC provided traffic engineering services to the City of Claremont to evaluate the impact the proposed Gold Line Light Rail extension at the Indian Hill Boulevard railroad crossing. Currently, the at-grade railroad crossing is being utilized by Metrolink and freight trains. Indian Hill Boulevard is a major road which provides access to City of Claremont’s historic downtown and nearby residential areas and businesses. The local community and City officials requested a traffic analysis to identify potential additional delay and vehicle queue due to the proposed Gold Line Light Rail with and without a rail grade separation structure. ADVANTEC worked directly with the City of Claremont to identify the needs of the City and local community. The traffic analysis was developed to provide the potential traffic impact due the Gold Line Light Rail extension. The findings were presented to the City Council.
