SENIOR PROJECT MANAGER
Henry is an expert in traffic electrical design for PS&E projects, including traffic signals, ramp metering, street and highway lighting, and intelligent transportation systems (ITS) for both local and state projects. His expertise has contributed to several major transportation projects, notably those exceeding $1 billion, such as the RCTC's 91 Express Lanes extension from Orange County to Riverside County. Henry has a broad range of experience within Caltrans jurisdictions, especially in Districts 12, 7, 8, and 11, and regularly performs "on-call" design tasks for Caltrans District 12.
With over 24 years of experience, including 3.5 years with Delcan Technologies as a system integrator and 21 years in design-build implementation, ITS, traffic signal design, and lighting, Henry stands as the most senior traffic electrical designer. His notable contributions include leading ITS design for the SR-91 corridor and currently spearheading the traffic electrical design for the I-710 Firestone interchange improvements with Advantec. Henry's close collaboration with Caltrans District 12 staff and his significant role in OCTA's SR-55 Improvements project between I-5 and SR-91, equip him with deep insights into plan checker expectations, ensuring high-quality project plans.
